- 19 steps
Before you leave
Whether you need a visa or permit at all depends entirely on your citizenship - EU/EEA and everyone else are two different starting points.
- 23 steps
First months after you arrive
EU/EEA citizens have three months to register their residence; non-EU citizens generally arrive with the permit decision already made.
- 35 steps
First three months
Health cover, tax registration and a bank account all depend on having a registered address and, for most people, an ID-code.
- 43 steps
Steps for the children
Estonia's family benefits are flat per-child payments rather than means-tested, which is unusual among this guide's destinations.
10 of the 20 steps are checked against an official source, with the date it was checked. The rest depend on your own circumstances, or are practical guidance no authority publishes - each step says which.

Things people don't expect about moving to Estonia
e-Residency is not residency - it gives you zero right to live in Estonia
e-Residency is a digital ID and business-admin service for running an Estonian company online. It carries no physical residency, no travel rights and no immigration status whatsoever - it does not shorten or replace any step below, and it gives no advantage at all when applying for a visa or permit.
EU/EEA citizens and everyone else go through completely different doors
EU/EEA and Swiss citizens just register locally after arriving - no visa, no permit application. Non-EU citizens generally need an entry visa and a residence permit decided and often applied for before they travel, and permits for work are counted against an annual immigration quota that can run out.
The Digital Nomad Visa has a genuinely high income bar, and it isn't a residence permit
It's a long-stay visa (D-visa), not a residence permit, so it doesn't lead directly to permanent residence the way an employment-based permit can. The income threshold is also well above an average salary - check the current figure directly with the PPA before planning around it, since it has been raised more than once since the visa launched in 2020.
