- 17 steps
Before you leave
Whether you need anything from Lithuania before arriving depends on your citizenship - EU/EEA citizens travel freely; everyone else needs a permit sorted out first.
- 27 steps
First three months
EU/EEA citizens have until the 90-day mark before anything is required; non-EU citizens are usually already mid-process by the time they land. Almost everything else - the bank account, health cover, your personal code - waits on this.
- 32 steps
Steps for the children
Runs alongside the other steps once you have an address, not after them.
- 42 steps
If you are buying property
Optional - skip if you are renting. An ordinary home has no special restriction; agricultural and forest land is a genuinely different process.
6 of the 18 steps are checked against an official source, with the date it was checked. The rest depend on your own circumstances, or are practical guidance no authority publishes - each step says which.

Things people don't expect about moving to Lithuania
Getting your certificate or permit is not the same as declaring your residence
The EU registration certificate and the non-EU residence permit only confirm your right to be in the country. You then have a separate step - declaring your actual address (gyvenamosios vietos deklaravimas) - at the Migration Department, your local eldership (seniūnija) or municipality, or online. People who stop after collecting the certificate or permit find they can't register a car, get a kindergarten place or do much else that needs a declared address.
The 90-day window makes it easy to leave registration too late
EU/EEA citizens need no visa and nothing from Lithuania for the first 90 days, which makes the certificate feel optional. It isn't - it becomes required once your stay runs past that point, and sorting out a landlord's consent for the address declaration takes longer than people expect, so start before day 90, not on it.
An apartment and a plot of farmland are two completely different purchases
Buying an ordinary house or flat in Lithuania carries no special restriction for foreigners. A plot classified as agricultural or forest land does - it requires a farming-activity history and permission from the National Land Service. Don't assume the paperwork for one covers the other.
